What are the requirements for Maps making core?

I know i could ask someone, but no one is on

So what are the requirements for core? 1 set for each player, is that it? What about the missiles? What am I missing exactly?

I have a lot of questions but this one i would like to get through first

Things like fusion-only maps miss on "admin discretion", there's no fixed criteria for that. But something like Io would probably make core if it got enough raw plays and unique pairs, even though a couple weapons are limited. So as long as there's some kind of reasonable weapon loadout, that's not the obstacle to making core.
