Nah just one of those things "once seen can't unsee" and now I just notice this ugly black extension all the time. It's in rebirth too.

It's in the graphics files that come with the original game, which we can't legally modify.

I seem to recall from when DH was talking to me about his experiences with making custom cockpit graphics for The Enemy Within that the in-fill is actually, for some reason, hard-coded. It just paints black over the depleted area; the gauge isn't actually properly animated, so it's not customizable.

On the other hand, it might make it possible to correct. Not sure this is Retro's thing though.

Also, I'm not sure I've heard it dubbed a "ribbon" before, but... it makes a lot of sense on thinking about it
